The Netherlands was the first country to introduce a nationally registered number plate, called a "driving permit", in 18981. Initially these plates were just sequentially numbered, starting at 1, but this was changed in 1906.

As of 1906 a number plate was introduced per province whereby a motorist also needed to show a licence to drive.

As of 1951 a national system was introduced, number plates were no longer issued per province but in order of release. Enabling to see how old a car was. The first number of this ND-00-01.
